Engineering Services for Florida Municipalities and Agencies

Documentation that holds up at audit.

Public work is judged twice: once when the project finishes and again when someone reviews the file. We have been doing FDOT, county, and municipal work from DeLand since 1989, and the reason agencies keep calling is that the paperwork is complete the first time.

Roadway and transportation

FDOT quality control and assurance programs, including a designated QC manager, laboratory and field technicians, the testing frequency your specification requires, and the closeout documentation package. Our technicians hold current CTQP certifications, which FDOT requires for acceptance testing on state projects; uncertified testing on FDOT work has to be redone.

We also develop and submit FDOT-approved Superpave asphalt mix designs and run the QC side through placement.

Public Buildings and Infrastructure

Our geotechnical work for public agencies covers soil borings and foundation recommendations for municipal buildings, sheet pile and seawall design for waterfront work, and sinkhole evaluation where a facility has developed a depression.

Water, wastewater, and solid waste

Geotechnical investigation for treatment and reclamation facilities, monitoring well installation, groundwater sampling programs, and FDEP permitting and compliance monitoring for solid waste disposal and recycling facilities.

Two Public Projects

Two recent projects show what happens when the ground does not cooperate: a sinkhole beneath an active treatment plant, and a lakefront alignment reachable only by barge.

 Common questions

Are you FDOT qualified?

Yes. Bechtol is FDOT qualified, and our in-house laboratory is fully certified for FDOT work, including quality control and assurance programs and Superpave asphalt mix designs. Our technicians hold the CTQP certifications FDOT requires for acceptance testing.

Do you hold continuing contracts?

Yes. We hold continuing contracts with several Florida cities and counties. If your solicitation asks for public-agency references, we can provide them for the type of work you are procuring.

Can you meet our procurement documentation requirements?

We have been working under public procurement rules since 1989 and can provide insurance certificates, licensure documentation, technician certifications, and the project references a solicitation typically asks for. Tell us which solicitation you are responding to and what the submittal requires.

Do you subcontract the drilling or laboratory work?

Never the laboratory work: every sample is tested in our own materials laboratory in DeLand. For drilling, our crews run our own rigs, and when a site needs a specialty rig, we bring one in and it drills under our supervision. Either way, there is one accountable party in the file.
